The Timaru Herald has reported that South Canterbury company lines Alpine Energy plans to roll out 36,000 “smart meters” to it customers beginning in 2014.
The company has received permission from the Commerce Commission to increase prices by 10% to fund new capital expenditure, presumably that involved in purchasing and installing the “smart meters”.
According to the paper:
“The project, which includes installing the infrastructure and other programming, is expected to cost $14 million – or about $388 per meter – but neither Contact nor Meridian Energy would say whether the increased costs would be reflected in people’s power bills. Alpine Energy will own the meters.”

According to this correspondent Genesis will now be requiring customers to agree to a “smart meter” (which Genesis Energy describes as an “advanced” meter) as part of its terms and conditions.

I discovered to my horror that Genesis Energy had installed a smart meter at my new property without my consent. On initially querying this the company spokesperson stated I could go to another company if I wished but Genesis would not be removing my meter. I then approached the Commissioner for Gas and Electricity and they intervened with a formal complaint. Several weeks later the smart meter has been disabled and from now on Genesis Energy have included in their terms and conditions for any customer wishing to be supplied by Genesis Energy that they are required to agree to allow us to install our metering equipment of choice.

You are correct in your statement that smart meter installation is not mandatory. We have not communicated this. It is mandatory that all of our meters are within the new certification requirements by 2015, smart meter or not. It is Genesis Energy’s choice to utilise Advanced Meters for this purpose.
With the exception of your meter due to the concerns you have raised, we have included it in our terms and conditions for any customer wishing to be supplied by Genesis Energy that they are required to agree to allow us to install our metering equipment of choice. We exercise this right based on the fact that consumers can choose whom it is that they want to supply their power, even after the Advanced Meter is installed.
Advanced Meters do have the capability to feed back into the grid, however the software for this is not yet available. They were built with this very function in mind and are definitely not an attempt to make home generation of electricity more difficult, We have not yet implemented the software required but will be doing so in the near future. They will then be able to provide a better service to consumers who choose to do this as they record the electricity being generated and returned each half hour.
It is not possible for us or the meter owners to remotely change the digital reading, at all. Due to the strict regulations surrounding meter calibrationand measurement of electricity use this function was not built in to the meters.
Mechanical meters, however, are not locked at all…

The security and safety of a mechanical meter is immensely lacking in comparison to the Advanced Meter when it comes to altering the readings.
Advanced Meters are sealed and have tampering sensors which will communicate any interruptions to the safety seal. Also, the usage is recorded every half hour and as such any unusual activity or unusual jumps in the amount used can be queried or examined by the consumer, in which case we can obtain the data if necessary to scrutinise it closely. We chose these meters to support greater transparency of power usage for our customers to better manage their costs.

The Northern Advocate is reporting that 25,000 Wel Networks is beginning to install “smart meters” for 25,000 Top Energy customers.
WEL Networks Chief Executive Dr Julian Elder was quoted as saying that there will be “no increase in energy or lines charges related to the change of meters.”
He would not say how many meter readers would lose their jobs in a part of NZ where unemployment is already high.

It has recently been brought to my attention that there is a formal exemption process that may be used to avoid getting a “smart meter” or an electronic meter that is not a “smart meter”. (Presumably this form could also be used to have an existing “smart meter” or electronic meter replaced.)
For people who are electrosensitive and cannot tolerate any dirty electricity that may be produced by the switch mode power supply in an electronic meter (even an electronic meter that is not a “smart meter”) the exemption from getting “smart meter” (or other electronic meter) is vital to health.
Given that the dirty electricity (DE) (likely to be created by the switch mode power supply in all electronic meters) has been associated with higher risk of cancer, it would seem that anyone with a personal or family history of cancer or any other condition (such as asthma) that is likely to be aggravated by increased exposure to DE would also have grounds to apply for an electromechanical analogue meter.

Germany said it probably won’t follow smart-meter guidance from the European Union – which has recommended that 80 percent of homes install the devices by 2020 – because such a move would be too costly for consumers.
The EU proposal is “inadvisable” for Germany, the Economy Ministry said in a statement, citing a study it commissioned from consultants Ernst & Young. For users with low power consumption, the installation cost would be greater than the achievable energy savings, it said.
“The results show that we in Germany have to expand smart measuring systems and meters selectively and in line with the energy switch,” Deputy Economy Minister Stefan Kapferer said, referring to the country’s shift away from nuclear generation and toward renewable power.

One Hamilton resident has reported on a strategy that was successfully used to prevent WEL Energy from installing a “smart box”. (The “smart box” is a new technology being introduced by WEL Energy to send information remotely to to WEL Energy.)
The procedure used to prevent the “smart box” installation was to send WEL Energy a letter by registered mail. The text of the letter is below.

Be advised, you and all other parties are hereby denied consent for installation and use of any and all “Smart Meters”, “Smart Boxes”, “Advanced Meters” or any other surveillance and activity monitoring device, or devices, at the above property. Installation and use of any surveillance and activity monitoring device that sends and receives communications technology is hereby refused and prohibited. Informed consent is legally required for installation of any surveillance device and any device that will collect and transmit private and personal data to undisclosed and unauthorized parties for undisclosed and unauthorized purposes. Authorization for sharing of personal and private information may only be given by the originator and subject of that information. That authorization is hereby denied and refused with regard to the above property and all its occupants.
This property is owned under ‘a grant in fee simple title’ and trespass applies for entry without invitation or the express written permission from the property owners.
All contact with the property owners must be in writing.

WEL Energy in Hamilton is now installing what it calls a “smart box” on properties in the city and environs. The “smart box” is another wireless device which communicates remotely with WEL Energy. Reports from Hamilton indicate that this new technology is being installed on properties that have already had “smart meters” installed.

On April 23, representatives from Stop Smart Meters UK ( http://stopsmartmeters.org.uk/) spoke to British MP’s about the clear and present risks which ‘smart’ meters would impose upon British families.
Dr Liz Evans spoke of health effects, saying there are hundreds of studies showing “evidence of harm could be acute”, including possible “chronic effects from long term exposure such as cancer, infertility, dementia, genetic damage, immune system dysfunction and damage to foetuses”.
IT systems engineer Mike Mitcham added newly uncovered information about the dangers of hacking vulnerabilities and privacy violations caused by the new meters installations.
On May 10, the UK Government announced that the ‘smart’ meter installations throughout the country will be delayed by more than a year.

Comment: As a retired Electrical Test and Diagnostic Engineer of Taupo I have had the experience to make an informed prognosis of all that has been said against the introduction of digital Smart Meters. What has been mentioned is the increased costs associated with installing these type of S M by replacing the Analogue meters.My research shows that the increases will all be above a 20% increase from previous billings. Because almost every supply is indirectly connected to Windfarm Asynchronous Generators or Induction Generators. Many people and engineers will be surprised by my next statement.These type of generators standing alone by themselves can never produce any electrical output. They, when connected to the grid system can only modify the perfectly produced sine wave powered from conventional Synchronous Alternators and pollute the whole system with large amounts of harmonically distorted power.
Because of this pollution into the system wiring they develop an illegal form of T H D (total harmonic distortion).What the Smart meters can an do very efficiently is totalises up all these extra frequencies up to the 20th harmonic and produces a greatly inflated bill for power that you cannot utilise and invariable produced illegally above the Standard 5% threshold.The revolving Analogue Meter absorbs these and do not speed up to increase the billed amount. There are other technical problems but for just this point of R F I another point is that once a group of these meters are installed within close knit communities they can be likened to a machine gun firing indiscriminately affectively within a 400 metre radius whilst the use of a cellphone is on a at call basis.There are many aspects of this subject that i could enlarge on particularly in the Spot Marketing of pricing that Smart Meters utilise.
The Stop Smart Meters campaign that you have undertaken is very fraught with high risks to you and others associated to enlighten the common citizen to health risks. Our personal rights are being abraded across many frontiers for the collection of large financial rewards within our own government and big corporations. From my point of view and at my age of 73 I will happily assist in any way I can. My input has been via the old New Zealand State Hydro . Then new Zealand Electrocorp. Then Taupo Electricity as Systems Test Engineer controlling all facets of Generation Distribution . And Metering disciplines. I cannot verify any health examples as an experience but in other areas it is well within my grasp.
The Smart Meter Roll Out in New Zealand is utilizing the improved Technology that is available as part of the advancement of mankind. There is some upsides and down sides depending where your priorities lay.
With out doubt a new generation of problems become exposed and in this case R F I (Radio Frequency Interference) developing serious health issues all within the confines of every persons home. This development has a pioneering complexity that requires addressing and solving safely and expeditiously to all concerned.
With the health issues aside the use of the Smart Meter Technology is claimed to have many benefits to the consumer, retailer and the country as a whole by better utilizing resources and decreasing our carbon imprint.
In New Zealand nothing could be further from the truth. What every consumer will notice immediately with out any doubt is the increase of their Billing Costs over the old Analogue meter billing. If you suffered from R F I health issues then this costing gain will create other ongoing health issues.
New Zealand has now over the last 15 years produced DIRTY power with the advent and increased use of Asyncronous Type Generators into our Grid System in the form of Wind Farms and the use of Induction Generators using Geothermal energy. These are basically a 3 phase type motor operated above synchronous speed.
I personally would offer $1000 to the N Z Windfarm affiliates that any of these units cannot produce one kilowatt of power standing isolated on their own or to supply all year round power to one home.The advertising programs state they can supply cities .This is a grossly false statement and needs correcting.
When they are electrically connected to the grid distributing wiring they can only modify the existing perfectly produced sine wave from Hydro and Steam stations by distorting it with multiples of harmonic power which radiates to the consumers dwelling. This in turn produces and develops T H D (total harmonic distortion ) waves that become impressed into the Smart Meter Digital electronics. This very cleverly disseminates each harmonic wave up to the 50th harmonic of power and totals the lot to the billing stage. This then becomes murky. What every consumer is paying for is power they don’t want or can not utilize and have no redress above the legal 5%.that is allowed within the power grid system. There are other interesting issues. But for the consumer whether a industrial commercial or domestic customer they will on the average pay between 10-30% more for their power than they need to and that is what the very corrupt Electricity Marketing Fee collect from every bill illegally between 0.3 and 0.6 cents per unit.
So it is imperative to hold onto your Analogue rotating meter as these will absorb these harmonics to generally slow down.
Much is made of the gains to the national power grid by the use of these Smart Meters in allowing the customer to have the choice of selecting periods of power usage during Off peak thus saving money and to not stress the system when needed This is factually an untruth. What thinking people know is that N Z lies in a geographically North South direction and we have only one time zone across the whole country. As a consequent to that we have a morning peak and a night peak to which the power generators wish to supply through the Spot Market board ( M A R I A ) at a given price option as it is the lucrative part of their business. This generally covers only 6 hours out of 24 which in its self creates poor Load Factors and inefficiencies. The Generation cartels have Locked up the Marketing board by removing any competion within themselves by forcing acceptance of the Highest Marginal Cost Offered and that is the cost of new Generation to come onto line The power that is offered is every half hour slot and there are 17,520 of them over a year.
What this means is there is no competition what so ever as all the Retailers are being supplied from the same pot at the same time at the same price. And to compare with other systems around the world to gain acceptance to some remote point is a publicity exercise only.
I have mentioned that the harmonics that is allowed onto the system has to be within the 5% margin or else you are penalised through the courts . If you are a customer that generate these harmonics the fines are quite high laid down by the Commerce Commission . They have abrogated their Authority by not monitoring or prosecuting any of the Generators who pollute the system to my knowledge. I also believe that a T V Fair Go exposure that should force the government to repay all the customers that section of the Marketing Fee that has been collected illegally.
But I wont hold my breath.

I have emailed Contact Energy and asked them if it was compulsory to have a Smart Meter installed and this is what they replied –
“All meters in your area are being upgraded and we don’t have a way to opt out of the change. However in certain circumstances we can agree to install the new meter but without the smart connect portion of the meter livened. This means it operates as a standard meter does but it also allows us the flexibility to upgrade more easily later on down the track if you move out of the property”.
I then emailed them saying I’d done some research and found they are not compulsory and this is what they replied.
“a new meter is required to remain compliant with the Governments Electricity Regulations”.
Is that correct?

To the best of my knowledge what Contact has told you does not appear to be true. According to the document on the Electricity Authority “Smart-Meter-FAQ-Aug11.pdf” smart meters are not compulsory. To quote from this document:
“Is the Electricity Authority requiring retailers to use advanced meters?
“No.
“Most residential meters have certification that expires on 1 April 2015. To ensure that they operate accurately, all these meters need to be recertified before that date. Many retailers are using this as an opportunity to update metering technology, rather than having existing meters recertified.”

“Power is Information” is the corporate motto of Metrix, which describes itself on its website as “the leading electricity meter owner and operator in the Greater Auckland region”.
Metrix itself is owned by Mighty River Power, the State Owned Enterprise that the NZ government is planning to sell, despite strong public opposition. (One community group, Switch Off Mercury Energy has started a website (http://www.switchoffmercuryenergy.org/) and Facebook page (www.facebook.com/SwitchOffMercuryEnergy) to encourage customers of Mercury Energy, which is another subsidiary of Mighty River Power, to change to another electricity company and thereby make Mighty River Power a less attractive proposition for investors and thereby stop the sale of this state asset. )
Leaving aside the question of who owns Metrix now, and who may own it in the future, Metrix’s site states that “Metrix also manages non-half hour meter reading services”. By implication this suggests that the “smart meter” network that is owned and operated by Metrix is sending information about customers’ electricity use back to the company every thirty minutes. Which brings us back to the company motto “Power is Information”.
Overseas, part of the impetus for utility companies making the investment in “smart meters” and the “smart grid” has been the potential to gather additional data about their customers’ electricity use, identify periods of peak demand more accurately – and develop differentiated tariffs for those times when there is highest demand for electricity. In practice, this has the potential to mean that electricity companies put a premium on the price of electricity at the times of the day when it is most needed – such as when people arrive home from work and start cooking dinner, and turning on heaters etc in the winter. This is great for electricity companies, but not so great for families that are already struggling with high power bills. (In NZ over the past few years, median electricity prices have been rising at almost twice the rate of the average hourly wage (See: http://switchoffmercuryenergy.org/category/campaign/ ).
There are also privacy concerns about the use of “smart meters” to gather information about customers’ electricity use. Data about electricity use could be used to infer patterns of activity in a household, including when people are at home or not at home, what appliances they use at certain times of the day etc.
If this data is intercepted in transit (or if there is a problem with security within any company that handles data related to electricity use) the potential for misuse of this data – such as by criminals who might plan burglaries at times when customers are not at home – could have serious consequences for the householder.
Even if there are no data security breaches we might also ask, should a company like Metrix, which is owned by a State Owned Enterprise, be allowed to gather this sort of detailed information about what their customers are doing in the privacy of their own homes? (Overtones of “Big Brother”, anyone?)
If Metrix’s owner Mighty River Power is privatised, as the government would like to do, its new owner(s) might be a multinational corporation, or perhaps a company owned by a foreign government. (One of China’s SOE’s China Huadian’s Corp recently invested $232 million to build a new power station near Moscow.

The position of the NZ electricity industry appears to be that “smart” or “advanced” meters are safe.
The change from analogue (electro-mechanical) meters to microwave emitting “smart meters” has been led by “Arc Innovations”, a Christchurch based company which is a wholly-owned subsidiary of Meridan Energy. The company’s website is

Arc Innovations commissioned Dr Bill Heffernan, Senior Research Engineer with the Electric Power Engineering Centre (EPECentre) to do research on health effects of “smart meters”. The EPECentre is located at the University of Canterbury.* Its website is http://www.epecentre.ac.nz/. You can see from its “People” page that although it is university based it acknowledges “Industry partners”, so its independence may be questionable. The Sydney Morning Herald has reported that the Australian government is considering mandatory installation of “smart meters” in some Australian businesses, so that electricity companies can remotely turn off “non essential” electrical devices such as deep freezers (fancy a freezer full of rotten food, anyone?) or “air conditioners” (never mind that some people may swelter to death in the heat of an Australian summer because their electricity company considers air conditioning to be some of frivolous luxury!)
Medium sized businesses will be able to “op out” of the programme, while households will be given the chance to “opt in”. The article states “The ‘opt in’ recommendation could avoid big price rises for households that do not change their usage.”
The proposed roll out, the Sydney Morning Herald reports, will be accompanied “by intensive public education” (presumably propaganda to try to blindside the public into believing that “smart meters” are safe and essential) as well as “special protections for low-income households.”
